As a result of its investigation of a formal complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Johnson as follows: • Dr. Johnson has an obligation to follow the College’s Guideline on Educational Requirements & Professional Responsibilities for Implant Dentistry, including with respect to patient selection, appropriate diagnostic imaging on a case-by-case basis, and the consideration of patient finances. Doing so minimizes the risk of harm to dentists’ patients in the course of implant treatment. • Where there is a question about the quality of the bone into which Dr. Johnson plans to place implants, it will often be inappropriate to rely solely on panoramic radiographs in planning the treatment. The view given by a panoramic radiograph can be distorted, and it may not accurately reflect the quantity of the bone. Where this is the case, Dr. Johnson should not proceed with implant treatment until he has obtained adequate radiographic images, which may include a dental CT scan. • Dr. Johnson must exercise good professional judgment in the interests of his patients. As an oral and maxillofacial surgeon, he should know the risks associated with and should avoid placing implants into soft bone. • When a patient returns to Dr. Johnson with concerns about treatment and he is aware of deficiencies or shortcomings in the treatment, including those that may have been foreseen prior to the provision of the treatment, Dr. Johnson should address those in a straightforward and honest manner. This would include reviewing with patients the risks of failure, both generally and in that patient’s particular case. • Dr. Johnson must take seriously the remediation of any deficiencies identified in his practice, including those related to his recordkeeping. Failure to do so may call into question his governability as a member of a regulated health profession.

As a result of its investigation of a formal complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Dexter Johnson as follows: • Despite previous remediation efforts, Dr. Johnson kept very poor records in this case and showed very little insight into this issue. Appropriate recordkeeping is the hallmark of a professional and is a requirement of all members. Dr. Johnson must drastically change his recordkeeping practice in order to bring it into compliance with the College’s Guidelines. Dr. Johnson should implement the lessons he has hopefully learned in the Recordkeeping courses he has taken and/or been ordered to take. A failure to change his recordkeeping practices in the future could result in more serious action being taken.
