Caution

As a result of its investigation of a formal complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Laichter as follows:

     •    As a dentist, you are responsible for your own patients’ treatment. You should consider yourself responsible for any amounts paid by them to your office. Even if you are an associate in a dental office, it should not be the responsibility of patients to ensure that you, personally, are paid, nor should patients be made to feel that this is their responsibility.

     •    Difficulties that arise with respect to the administration of a dental practice should not be revisited upon its patients. In arranging for the transfer of your patients from your former practice to your new practice, you should have communicated clearly to your patients that they were not required to pay out-of-pocket to cover pre-paid amounts that could not be recovered from your former practice.

As a result of its investigation of a complaint, the Inquiries, Complaints and Reports Committee decided to caution Dr. Leora Laichter as follows:

• Insurance submissions must be accurate, particularly in Dr. Laichter’s case, given her history of having issues in this regard. 

• Additional in-house fees cannot simply be added onto external laboratory costs and must be separately itemized and billed. 

• For the sake of patient protection, Dr. Laichter must ensure that any external practitioners that she uses in the course of her practice are properly registered and/or supervised as mandated by the regulator of that particular profession. 

• Dr. Laichter must be extraordinarily cautious that her conduct reflects lessons she has learned from her prior conduct history, including having been found guilty of professional conduct by the Discipline Committee for various conduct including, but not limited to, knowingly submitting false insurance claims in order to maximize coverage under patient plans and recordkeeping deficiencies. As a result of the findings of guilt, Dr. Laichter received a 12-month suspension of her certificate of registration with the College and was required to take a course in professional ethics, among other things.

  • Imposed Practice Monitoring (office visits) for 24 months following completion of courses and mentoring program
  • Imposed Practice Restriction shall not prescribe/take CT scans until completion of course & commencement of mentoring program
  • Imposed Reporting to College within 90 days, must cease using reference to the name Leora Laichter or any/all communications in the provision of dental services, unless and until a legal name change is made with the College (by October 15, 2015)
  • Reprimand must attend for a reprimand within 90 days of Order (by October 15, 2015)
  • Suspension 12 months - effective Sep 15, 2015 to Sep 14, 2016
